how do I want to reduce the size of '/dev/pve/root' 10G and increase the size of '/dev/pve/data' 10G
In fact, I was using a 500GB SSD when I installed proxmox, by default it partitioned up to '/dev/pve/root' 100G
and actually I only need to use it about 40G the rest size I want to use for '/dev/pve/root'

The search keywords you are looking for are "shrink" "ext4" "root" (assuming you are using EXT4 file system, which you can check in "mount" output).
In general you _cant_ shrink root partition online. So your best approach is to create a boot disk with gparted or similar tool and use that to reshuffle your space.
I would recommend making a good backup prior to this work.
