Replaced Cluster Node - now Qdeivce shows not votable on new node

Hi all, first post and looking for some help.

I had a 2 node Proxmox 8.3 cluster, and have since replaced one of the nodes with a new node (which I installed fresh using proxmox 9).

Initally I moved all vms/containers on to a single node - removed the other node completely from cluster (and shutdown, never to be turned on again - its already reinstalled for another purpose).

I then added the new Node (on a new IP) to the cluster, showed up fine (though didnt check quorum status at that point) and have since updated that new node to the IP of the previous node (192.168.1.3).

Long story short, as part of moving the IP address I updated etc/hosts, etc/network/interfaces, and etc/pve/corosync (and changed the IP of this host to 1.3, the previous entry was already gone so was free to add).

Now, checking pvecm on both nodes - the first one (there from the start) shows 3 votes and looks fine.
The new node (which is still showing up correctly in the datacentre), only shows 2 votes - with the Qdevice showing as 0 votes (its votable on the original node):
