I have loads of backups that i want to remove from year 2021-2023. What's the best way to remove them quickly?

On the "Prune&GC" tab, you can create pruning jobs, e.g. to keep only the last 5 backups.
If you are not quite sure whether the rules really do what they are supposed to, you can test them first with the Prune simulator.
For further information please have a look at [0].

Most of the VMS are not exisistent anymore, so there's no need for their backups to be kept, i would prefer a way to remove backups by date (something like removing older backups than one year)

if, for example, the vm 200 no longer exists on the pbs, but backups of the VM are still available and the vmid 200 has not been reassigned, you can simply delete all backups of the vm 200 with the function content -> select vmid 200 -> prune all

If you only want to keep the backups from the last year, this is also possible, see the following example[0]
