Are there any release notes for the patch releases? For example 6.0-9 to 6.0-11?

hi,

you can check out git repositories[0]. for most packages there will be a changelog file. (debian/changelog)

for example here[1]

only for major releases like from pve 5 to pve 6.

I can recommend apt-listchanges and updating your system from the commandline. You then see before installing what has changed.
