[reformulated to be clearer] GPU Passthrough - multiple NVIDIA L40 GPUs

Hi there. I have installed Proxmox on my server. It is equipped with one on-board GPU and two PCI Nvidia L40 GPUs. The plan is to forward one L40 to a VM (Ubuntu) and the second L40 to another Ubuntu VM. To enable Passthrough I follwed this guide step-for-step:

One L40 GPU (let's say GPU_a) is identified as "nVidia Corporation 3D controller".
One L40 GPU (let's further say GPU_b) is identified as "nVidia Corporation VGA compatible controller". This card has two adresses - one for the Audio device and one for the VGA controller.

I created to VMs (VM_a, VM_b).

Passthrough of GPU_a is working in VM_a and VM_b.

Passthrough of GPU_b is not working in VM_a or VM_b. I can start the VM and install the NVIDIA drivers. But nvidia-smi is giving me:

No devices were found

Can you give me a hint how to fix this problem? Sorry for being unclear in the first post.
