Welcome! As far as I know, there is no separation between subscribers and others here.
This is the Proxmox VE sub-forum, there are also sub-forums for PBS and other Proxmox products, for which you can get different subscriptions.
If you want to use the support tickets that come with more expensive subscriptions, you'll need to login to the Proxmox support site. There are only volunteers and some staff here.

Thanks for the clarification, Earlier I was only ware of the mailing list. So I thought mailing list is for all users and forum is for subscription based users.
Thanks for the clarification, for me the forum is easy to post and to track old post, hence forth I am going to post about proxmox here
