do i really need this im going to have the ups shutdown the proxmox server in the event of power outage its a test server

If you intend to have write-back cache enabled your data can be toast in case of a power loss. An UPS only guard you against problems occurring before the UPS, power losses occurring after the UPS is not handled. Eg. sudden PSU break-down, power plugin removed incidentally etc.
