Question mysql and proxmox (Junior)

I am working on my thesis mission-critical cluster Proxmox

I have to use mysql cluster.
My question is, where i have that install mysql cluster?
1. Proxmox
2. i need create VM (example ubuntu), install mysql clsuter

??????

You have to create the VMs you need for your cluster and install, for example, Ubuntu (or your favorite linux distribution) on it.
Then install your MySQL cluster on every VM, see https://dev.mysql.com/doc/refman/5.6/en/mysql-cluster-install-linux.html
and also https://dev.mysql.com/doc/refman/5.6/en/mysql-cluster-install-configuration.html

even better, perhaps, create one complete vm and then clone it to have all needed identical cluster members
obviously ater cloning also as usual deduplicate vm basic info like MACs, ssh keys, hostnames, hosts files, etc...
