qemu-guest-agent doesn't autostart after upgrade

Dear all,
currently experiencing issue with qemu-guest-agent on ubuntu vms (jammy). Every-time there is new version of the qemu-guest-agent package and it gets upgraded, the service doesn't start after upgrade.
From logs it's being gracefully shutdown, upgraded and that's all.
Only fix is manually restart the service/reboot the server.

Anyone experiencing same issue?

This happens here also. After running apt dist-upgrade inside VMs, I also always run systemctl restart qemu-guest-agent otherwise the updated Debian/Ubuntu VMs don't respond to shutdown etc.

According to this https://bugs.launchpad.net/ubuntu/+source/qemu/+bug/1883009 there is udev rule to activate the service.
But it doesn't manage the service script itself.

Was thinking if starting the agent with systemctl and config below would help?
