QDevice on a HA setup and "pvecm expected 1" command issue

I have a HA setup with ProxMox latest relase 7.0-11. I have 2 VE host on 2 proliant server and 1 QDevice on a RasPI. When there is no QDevice in the picture, everything goes well and as expected with a 2 Host in a HA environment. I mean, If 1 server fail, the other one is waiting for quorum to rise up. Easy to fix "pvecm e 1" and Voila !

But with a QDevice, it doesnt work at all. I faced a situation where my QDevice and 1 Host were both unreachable, so the remaining server was still with no quorum, but the normal command "pvecm e 1" didnt work at all.

With command "pvecm status", it still wait for 2 of 3 votes to boot up. I can change it with "pvecm e 2 or 3" and status show my change, but not with "1". So I was unable to boot up the working server until the network was fixed for the 2 others votes !!!

Anything to suggest ??
