A mirrored Proxmox VE Ceph repository or third party? If the URL differs, the apt repo setup needs to be done by hand.
Run pveceph install, Will automatically change to http://download.proxmox.com/debian/ceph-luminous/ , But my server can't connect,
How to modify the default mirrors of Ceph(pveceph install).

Then you need to do the installation by hand. Add the repository of your choice and do a 'apt install ceph' to get ceph installed, from there you can go back and do the rest with the pveceph tool.
As a sidenote, the Ceph packages need to come from us, if you want/need our enterprise support.
