The best way to achieve your goal, based only on the information you supplied, is to use NFS over raw block SAN.
Things become somewhat complicated if you are unable to use NFS.
The standard use-case for block SAN is to provide a slice of the SAN to each individual VM, so that it follows that VM during migration and fail over.
What you need is Direct LUN storage type. And you need to force it to all VMs,which is not a normal mode of operation.
Further, you will need to install some sort of Clustered Filesystem inside your VMs, otherwise you will have data corruption.
My advice is to seriously look into the option of using NAS, NFS or CIFS, they are designed for what you described.
