PVE Backup / Disaster Recovery

I am currently using vzdump to backup via NFS to a second PVE host. Then with scripting restoring the backup archive and starting to verify boot on VMs. Can this be used in a similar fashion to not only backup the VM but also run it?

Can the PVE Backup Server also be used as a disaster recovery if the primary has a hardware failure?

Yes. Isn't that the point of having a backup to restore and run it?

The backup server uses remotes to copy it data store to a different backup server.
