PVE 8.3 ceph 19.2 monitor costantly "probing"

Hi! I have made a lot of tries, changes of version, re-install of monitors and everything… and not I know a lot more than I did before, but stil I don't understand why this happens:
  1. remove any existing monitor from /etc/pve/ceph.conf
  2. remove any monitor folder: /var/lib/ceph/mon/ceph-*
  3. on node vm3: pveceph mon create
  4. at this point the quorum is complete and node vm3 is "leader"
  5. on node vm4: pveceph mon create
  6. at this point the quorum is quickly settled and node vm3 is still "leader" and node vm4 is "peon"
  7. after a short while (30-60 seconds or something) both go into "probing"
  8. after a long time (5 minutes) both are still into "probing"
If the mechanism initially seems to work correctly (I assume having a leader and a peon is correct?) why shortly after it reverts back into an never endgin "probing" phase?
Time synchronization is fine and both server have the same value.
(my setup would include a "vm5" host too, which I didn't write in the steps, but it would lead to the same infinite probing state as with only vm3+vm4)
