pve 1.3 virtual machines

I'm using 1.3 to host wifi gator mx, which has a web ui. Is it possible, and (how to do it) to install Ubuntu or debian with desktop or web ui or any other os on this version of proxmox. If not what version do I need.

I am trying in the end to get Ubiquity Air Control on this server which is a web based management tool for remote wireless devices connected to the same subnet.

Any thought or direction would be great

1.3 is outdated, always use the latest version, see http://pve.proxmox.com/wiki/Downloads for a howto upgrade.
