Purpose of the EFI disk?

the EFI disk in Proxmox VE contains the OVMF/EFI/firmware variables/settings (e.g. which disk to boot from in which order, secure boot settings, early screen resolution). If you do not configure an EFI disk, a read-only default image of the disk will be used, e.g. /usr/share/pve-edk2-firmware/OVMF_VARS_4M.fd. Because it is read-only, you won't be able to persist any variables.

The partition in Debian is for the guest's configuration, not the firmware itself. In the EFI menu you can specify that as the boot target and persist that to the EFI disk
So the ESP (partition on the regular disk - not the efi disk) is responsible for the rest (e.g. it has the bootloader installed etc.)
