Is there a "common spam pool" application where we can report incoming spam mails and block where these mails are sent?

Razor, Pyzor and DCC are all technologies that provide such services (all of them can be integrated in PMG (since they have SpamAssassin plugins)).

In my experience their use is not as large as it used to be a few years ago - but your mileage may vary.
