proxmox windows vm unidentified network

Proxmox 8.3.5/kernel 6.8.12-8-pve/pve-qemu-kvm-9.2.0-2, Win10-11 US eval

Tested with virtio-win-0.1.266, E1000, E1000E. firewall and discard option checked or unchecked, machine q35 9.2/8.2/7.2
and getting "Undefined Network" with no IP assigned to system and can't even set it manually.
On Win 10, I see dhcp requests on dhcpd server that are answered but no assignment on client.
Reviewed https://github.com/virtio-win/kvm-guest-drivers-windows/issues but don't see a similar issue
