How to recover data from the HDD if it is still working? Is there a utility I can use in windows in a way that those files in the hdd can be copied?

The easiest way is to use an live linux with an extern HDD.

I can now access the hdd.. but I can't find the ve files in var/lib/vz... it's empty. Any1 can guide me?

you can use mount command for this:
mount /dev/mapper/pve-data /mnt
I got the vm-102-disk-1.qcow2 image already..I uploaded the it to 102 folder but when I checked it in webgui it doesn't appear there.. how to restore it?
