It's the second kernel release i've seen since installed PVE 8.2.2 (actually upgraded to 8.2.4) and both kernels got really slow download speeds.
are there any alternative repositories?
Doing a quick google search i've found the issue holds since 2016 following this thread:

my internet speed is 500mbit/s symmetrical, main debian and containers with ubuntu downloads in fractions of a second.
