Proxmox Stop If CPU is 100%

Hi,

One of server CPU usage is high.
In vmware esxi if CPU is 100% we dont have down time or problem.
But in proxmox if main CPU is 100% server has been down and web interface not load and only access to SSH.
In SSH service restart command not work(and reboot command can not reboot server)
I should hardware reset!
Do you have solution?
Server CPU AMD Ryzer.
Vmware have good solution for VM CPU limit with GHz unit but proxmox limit is hard...

Please can you post your VM config? Why is the host CPU 100% (what do you run on that host)?
