Proxmox randomly unavailable, but can login locally at machine and ping

I just installed the latest version of Proxmox on an old Lenovo T520. It appeared to work fine, and I installed two VMs on it without an issue.

But shortly thereafter, Proxmox would appear to go down. This manifested in an inability to open the web UI via https://[IP]:8006, SSH into proxmox, etc. However, I am still able to ping the IP address of the machine, and I'm able to open the machine and log in locally.

It might stay down for a while, then randomly open up. Then go back down, and so on.

Interestingly, the Fedora Server 37 VM stays up. I can SSH into it, see the web console, etc.

Rebooting fixes the problem for a few minutes, then things go down.

pveproxy.service appears to be active and running.

Any ideas about what I should try?

Interesting! I googled how to find duplicate IPs and I see this:

Code:
sudo arping -I eno1 -c 3 192.168.68.110
ARPING 192.168.68.110 from 192.168.68.120 eno1
Unicast reply from 192.168.68.110 [F0:DE:F1:55:89:94] 4.394ms
Unicast reply from 192.168.68.110 [E8:D8:7E:84:F5:E8] 85.182ms
Unicast reply from 192.168.68.110 [E8:D8:7E:84:F5:E8] 107.085ms
Unicast reply from 192.168.68.110 [E8:D8:7E:84:F5:E8] 30.415ms
Sent 3 probes (1 broadcast(s))
Received 4 response(s)

Which does look like 2 separate devices! Now how to figure out how to remove them from my Deco M5....

It's an Amazon device, ok, got a few of those but none appear in my TP Link app with that same IP. I wonder how to give my Proxmox machine precedence.

There is no precedence. You need to assign unique IPs to all each device on the network. There are many ways to do so and as many tutorials on the net. If your proxmox host is set to static IP and that IP is in your dhcp range, you need to reserve it. Or you can change the range, or change the IP, reset your dhcp, shutdown proxmox and login to amazon device to change its settings, etc.
