Is there anyway of installing and managing proxmox on a single laptop without network connection for the purpose of having virtual machines available in the laptop for specific purpose use. I can install without problems, it is the management without network and a browser on a second computer that is my problem. Looking for a work around.

Another workaround depending on your laptop specs and purpose: install proxmox nested inside kvm/qemu on a desktop distro.
This results in overhead, but also more flexibility and default proxmox install without gui (and related packages).
If needed kvm/qemu can autostart the proxmox vm.

Thanks to you all for taking the effort to reply. I am no linux expert, but I do understand the approaches of the different answers. I had tried installing Debian 11 and then adding Proxmox 7.2. I was following a website showing what to do, `but first problem was that my Debian install did not include wget command. I managed to install it but during the Proxmox adding many dependency issues were highlighted which I don't have the knowledge to solve. I thought that it would be better to add Proxmox via APT manager but I can't find a guide for that method.

Adding XFCE to Proxmox seems easier, but I don't know where to start.

I am trying to do this because many people have older laptops that they want to use for their kids schooling, and other things, but they all require different OS's and sometimes different hardware setups. Usually virtualbox would be used, but I found on older hardware that the performance loss was just a bit too much. Why not just use Proxmox via a network? Well where the laptop needs to be used a lot of the time there is no network available, or access to the network is restricted.

Any advice on how to get this done, is muchly appreciated.

This works fine headless. Should work with a desktop environment too but you might want to remove stuff like the network-manager package so its doesnt overwrite PVEs network config: https://pve.proxmox.com/wiki/Install_Proxmox_VE_on_Debian_11_Bullseye

And here is a (old) guide on how to install a desktop environment to a PVE:
