i guess you removed some wrong packages

try:

apt install proxmox-ve

if that does not work:

apt install --fix-broken

ok i can remember a case with this error message where some path permission were wrong

so i have to change the /usr/share/perl5/PVE directory permission or i have to change /usr/share/perl5/PVE/Report.pm the single file permission? and what type of permission i have to give?
