Proxmox Network issue

New to Proxmox VE, I recently installed 3 windows 11 vms on our proxmox host. This is my current setup, i have 2 NICs installed on the host configured on 2 vlans (10/20). Each of the vms have 2 nics ,each on one of the vlans. Per my observation, i can reach devices on both vlans outside the proxomox host from any of the vms but vm -vm communication on the same vlan failed. Furthermore, tcpdump showed ARP requests are handled correctly but not icmp. Please I need your help and thank you in anticipation.

Current status: Proxmox firewall is disabled

Have you added an ICMP inbound rule in Windows?
I previously set up two Ubuntu VMs and a Windows VM. The Ubuntu VMs could communicate with each other, but the Windows VM couldn't. After checking, I resolved the issue by adding an inbound rule.
