Proxmox-HA VM startup dependency

Hello @all

currently I am setting up a 2+1 node (2nodes + 1 qdevice) Proxmox Cluster with Linstor DRBD as shared storage. As described by Linbit I added a VM as Linstor controller to achive ha for the Cluster.
In case of an failure of the Cluster node where the VM is running Proxmox-HA tries to start all failed VM's on the other node at the same time. This fails because Proxmox needs the Linstor controller up and running before all remaining VM's can be started.
Is there a way to make sure Proxmox-HA starts the Linstor VM first and waits for the Linstor controller Service until its up, before it starts the remaining VM's?
 
It seems there is no intregrated way if you using Proxmox HA, the "Start and Shutdown Order" function are not working in Combination with HA.

If you want to continue using linstor, then you need to write a Bash Script or something else, where you can check if VM x is running, then start VMs. But, is it not possible to setup two Controller and run each controller on local Storage?
