Proxmox HA cluster what am I missing?

Question from a noob on virtualisation.

I have installed proxmox VE on 3 nodes and use NFS as shared directory for ct and vm from NAS4FREE. I configured two nodes, 1 and 2, as primary and a third as general node. this momentary is for testing only.

I use 2x HP DL360G5 as primary node and a HP DL385G2 as node 3.
For shared storage I have a HP DL385G1 serving the NFS partition via NAS4FREE.
Primary IP (eth0) is for internet and VM access, secundary IP (eth1) is for storage. iLO is configured but not (yet) in use for fencing.

Now then node 3 is rebooted or shutdown, the running VM's are transferred to node 1 (like I hoped it would).
If I reboot a primary node, both primary nodes reboot.
If I shutdown a primary node from web interface, no vm/ct is migrated and it waits for iscsi stop end start for indefinately (>15 minutes for 1 VM) and the other primary node reboots and starting none of the HA VM's.
I can shutdown a primary node correctly from the kvm switch (not web interface) correctly, without a wait but VM/CT are not transferred.

What is going wrong? Anyone a guess?
