proxmox does not shutdown or restart properly; Best way to reinstall?

Hi.

TLDR info:
1) My proxmox 8.4.9 install does not restart properly,
forcing the machine to reset (power button or IPMI) necessary.
Any ideas why?

2) Want to install a clean proxmox 9 anyway.
How to best do that and not restore all settings manually?
Any way to export and import settings?
Please give recommendations.


Long and detailed version:

I run proxmox 8.4.9, though I've had this problem since several updates.
I don't know exactly when it started.

Anyway, proxmox fails to properly shut down or restart.
I always have to force a power off or restart, either through
the power button or more typically IPMI.

It does not matter if I do it via the proxmox web gui or a linux command.
I have to then go into the IPMI remote control supported on the
Asus Pro WS W680M-ACE SE.
There the screen is just blank.
I have to force a restart there for the system to boot up again.

I did not notice anything glaring in systemctl on shutdown,
but honestly I don't know exactly what to look for.

Any ideas on how to fix that?

I am thinking of re-installing proxmox anyway to have a clean proxmox 9 installation,
and not just upgrade to proxmox 9.

Is it somehow possible to save the configuration before reinstall load it again
on proxmox 9?
I can of course do a backup of all VM's and LCX's, but I'm mostly thinking about
all the other settings.

Please note that most of my backup data is stored on disks on the same machine
which are accessed via a VM running the latest TrueNAS Scale.

I would however in this case backup to an external medium.

Do you have suggestions on how to get this reinstall done without
manually doing everything?

I can't remember all the configurations I have touched
manually going through everything would be difficult.
