Proxmox Ceph Hyperconverged performance IOPS is slow

Hi folks,
I have a three-node cluster on a LACP bond (802.3ad) 20G network with very little traffic. I have a 12-OSD x 3.84TB 6Gbps SATA 2.5" SSD and here’s how it benchmarks:

hardware detail :
Model : Lenovo ThinkSystem SD530
CPU : Intel(R) Xeon(R) Gold 5218 CPU @ 2.30GHz 2 Socket 32 Core
RAM : 64GB 12 DIMM DDR4 2666 MHz
DISK : OS : 128GB M.2 SATA SSD
OSD : 4 identical 3.84TB 6Gbps SATA 2.5" SSD
NETWORK : 10Gb 4-PORT

Proxmox detail :
Version : Proxmox VE 7.4-4
Cluster : 3 node

version : 17.2.6
cluster_network : 20Gb LACP Bond ( 802.3ad )
public_network : 20Gb LACP Bond ( 802.3ad )
mon and mgr : 3 Monitor and Manager Service running on each Proxmox node

VM Run IOMETER Detail :
OS : windows server 2012R2
DISK : 50GB SCSI ( No Cache ) ( need to use no chache)

Those IOPS numbers is slow. How can I troubleshoot this?
