Does Proxmox Backup Server support S3 Cold Storage (Scaleway Glacier)?

I already tried to use Scaleway S3, but it's using Stander Tier, and the cost is too high.

No, PBS currently does not support different storage classes, see https://bugzilla.proxmox.com/show_bug.cgi?id=6688
Unfortunately these are rather provider specific.
