Always works with 1300 MB RAM.

Never works with 1024 MB RAM.


Havent test balloon, but ksm no effect.

Dual core used. More cores = more parallel install, 3 or 4 might need 1500 MB during install.

You can lower RAM after install.
 
A modern 64-bit OS with GUI needs a certain minimum amount these days just to function properly. If you're installing headless then of course the installer gui is transient, but monitor the VM and don't starve it of resources. 64-bit really needs minimum 4GB RAM to take advantage, otherwise you might as well install a 32-bit distro
