Proxmox 8.3 no network after install dell R630

I just installed VE 8.3 on a Dell R630 and can't access it via web interface or ssh. all the NICs appear as down and ifup does nothing. It has 4 port integrated NICs 2x10G, 2x1G, Integrated NIC 1: Broadcom NetXtreme Gigabit Ethernet. I can access the system through the console, and the IDRAC which shows the NICS as up. This is over my paygrade as they say.

I installed win 2019 and windows worked without issues, then I updated the firmware of the Broadcom NICs just in case and reinstalled Proxmox. Same problem. It's driving me nuts.
 
In your first picture the status for eno1 says "NO-CARRIER".

NO-CARRIER means that no signal was detected on the line. This is usually because the network cable is unplugged or broken.

Fix that and it will start working.
 
Are you sure you want "bridge-ports idrac"? Not eno3/4 or so?
 
I found the problem was that the bridge (vmbr0) had picked up the idrac port as its link. I had previously had a cable on eno1 but moved it because it didn't work. I put the cable back and changed the bridge to use eno1 and now it works.
