Proxmox 6.3 kernel 5.4.106-1 hangs at loading initial ramdisk, no ECC mode

Good day from a noob Proxmox/Linux user,

Just received my Chinese "X99" E5-2679 v3 board with 2x16GB ECC RAM.
Problem #1: Stuck at "Loading initial ramdisk" during boot. Nothing comes up, even after removing "quiet" from grub.
Problem #2: ECC mode is disabled, message during booting was too fast but something about ECC not enabled.

in BIOS, I've enabled VT-x, VT-d, SR-IOV. Not sure what else I need to enable.

First boot after install works. Running apt upgrade/full-upgrade will make it stuck. I can't seem to show boot messages, so I don't know the cause of this error.

I have 1 NVME as boot drive, and multiple hdds and one SSD. Taking out the drives doesn't fix the issue as stated in one thread. All drives, including NVME are new and "branded" aka non-Chinese brands.

The same No ECC mode also happened with my X79 + 4x4GB DDR3 Reg ECC, I thought I got scammed but I've verified it to be ECC in Windows and other livecd OS. Please help, cheers!

Do you get to the bootloader? If there is an older kernel installed, you can try booting from that.

I cannot add much to the ECC issue as I don't have that much experience with this kind of hardware and ECC.

If I don't upgrade, it'll get stuck at the loading ramdisk message.

I've since tried reinstalling from fresh. What I did:
Clear every drive
Reinstall proxmox
Apr update & upgrade (not full-upgrade)
Reboot
Enabled Virtualization, grub, modules, reboot
Blacklist Nvidia*, reboot
Seems to be OK so far.

Still have no idea why it hanged before.
And still have no idea how to force ECC.
The mobo chipset is a standard E5 2680v3 chipset (c-something). Just that the Chinese in their infinite wisdom labeled it as x99 (and also x79 for the older xeon ivy bridge).
