Proxmox 1.9 failure No Gui Access and VM not working

I need urgent help. We have an old proxmox 1.9 version on an HP Proliant Machine. The server shutdown due to some sort of RAID panic stop. We were able to reboot it and bring it up to the LInux level. Howerver, when we go to log in with the web gui it just sits there trying to login and fails. Also there were two VMs on this machine. One is not being used. The other one which was running windows 2008 VM is not reachable after the reboot but shows running.
We cannot see from the GUI what its doing as we cannot run the web GUI and from command line with qm list, it shows its running. How would we diagnose this? Any help would be appreciated

IIRC Proxmox 1.9 uses apache for the web gui.
Have a look at the apache log in /var/log/apache2 maybe you can find something there.
It will be difficult to provide detailed help because this very old version had a different architecture and I guess most people don't even know or remember about it.
