Problem with turkish keyboard layout ?

I work with proxmox pve manager 1.7 5323 version. The guest OS is windows 2003 english ,but

keyboard setting are set to turkish Q.
When i tried to connect this OS via VNC console, i cant enter the following characters from keyboard

(“i,I,ı,İ”) . Same problem also occurs at every guest windows operation system . Because of that, this

problem continues after the virtual machine started. For example, when i tried to write something in guest

operation system on notepad, i saw i cant write any of those characters...Is there any solution for this ...

No, it doesnt work...
For example, when i open windows 2003 guest OS via VNC console, still can not enter the (“i,I,ı,İ”) characters on logon screen.But after changing the guest OS keyboard layout to English and after Turkish Q, in notepade i write (“i,I,ı,İ”) . But after i logged out and then login, i couldnt write (“i,I,ı,İ”) characters to the user/pass field again. The reason i couldnt write my user/pass (which is administrator/pencil) is, i couldnt enter the characters “i” . So i cant login with administrator...
 
what did you set on the Proxmox VE web interface (See Configuration/System/Options: Keyboard Layout)

keyboard layout: turkish
 
Isnt there anyting i can do about this?
Setting all admin passwords to this system is one way but we also having major difficulties
while working on the guest operating system.
