When I start a restore of a VM after a while, the other VMs on the hypervisor become unavailable, no more network, no more disk I/O, no more CPU. It even ends up making hs my hypervisor... I don't understand.

Maybe your disks or something similar just can't handle the load? Not unusual when for example using SMR HDDs or even cheap SSD (QLC, ZFS on consumer SSDs etc).

I had the same issue and had to set a bandwidth limit for the restore.
The limit can be set directly in the restore pop-up window.
