problem with multiple nodes

I have two nodes.
but one of them is not always lit.
when it's off I can't run a vm.
is it normal operation.
of course, this vm is installed on the node that is running (logical)

to do anything which may impact data, your cluster must have quorum (the votes of the online nodes must be >50%)
since a single node does not have quorum in a two node cluster, you cannot start your vms

either have the second node up, or add a third node (even it is only for quorum)
