problem with cloud-init on centos

Hi,

I have auto provision VPS from modulesgarden.
This module use cloud init for set IP and password on VMs.
I have problem with Centos 8/7/6 , IP is set automatically but root password not changed.
And second problem: After cloud init runed, sshd_config setting has been changed and I cant connect to server with ssh! (From PasswordAuthentication yes to PasswordAuthentication no)

Can you help me?
I have many search in google but I dont have solution.
SELINUX is disabled but still problem not solved...

Most distribution don't allow direct login by root through ssh.
