Priority of User-Whitelist in comparison to other filter rules

Hi, I couldn't find any information if the user-specific whitelist is applied before or after the other filter rules (e.g. the global whitelist).

In my case it would be helpful if it's applied before all other filter rules but it looks like it happens after all other filters.
 
The user whitelist has a different purpose than the global whitelist (or the other rules and actions):
* It is meant as a means for a user to prevent a mail from entering into quarantine (whitelist) or force a mail to enter quarantine (blacklist)
* it does that by assigning a very high spamscore to the mail (blacklist) - or drop the spam-score (whitelist)

The rationale is that the admin and setup decides what could be harmful/spam and if the mail is otherwise clear (no virus, no problematic files, not in the global white/blacklist,...) but has a spamscore which is too high - the user has the option to say they still want to get the mail directly
