Have never tried running powertop on a Server-system (mostly only on laptops) - so don't have the most experience - but a few hints:
* In principle you can try enabling the optimizations suggested by powertop - and I'd expect most of them to work without any problems
* However I assume most PVE installations (at least mine) are more focused on stability than power-savings - so you might run into problems few other users have encountered
* one thing I'd recommend against is enabling frequency scaling for the CPUs (especially with Ceph) - it increases latency - and I've seen clusters where this setting made the difference between running smoothly and having problems
* I'd also suggest to measure the power-consumption with an external meter in addition to the reports from powertop - that way you can see if it's worth the changes
