Posibility force user to use just assigned IP adress(es) ?

Hello,

is there any possibility to lock user with assigned IP address or addresses?
Imagine situation, where you provide VPS to unknown customer which will assign to himself any address from whole subnet of his assigned IP... then he should kill whole hosting

Or at least is possible to log such behaviour ?

I'm using KVM virtualization only
