does PMG allow for multiple domains, and will it allow users to manage their own spam?

It depends on what you exactly mean. This is a Anti Spam Gateway, so surely, the support multiple domains.

Yes, they will get an daily report, there is an link which will the user logged in. But you are not able to add manually user, only if you use LDAP.
