We are looking at migrating to PVE at my work. Previously in our vCenter setup I was able to create folders for individual users to have a private space to create test machines and such. Only the specific user had access to the machines in their own folder. No admin access, no backups, just a kind of playground they could use to test various things. What would be the best way to implement a similar setup in PVE?

You should take a look at resource pools [1]. This should enable you to restrict specific users/groups to specific resources.
