I just want to run apt full-upgrade on my node, is this not affecting my current running VMs? is the node needs to restart?

Please read the upgrade docs.
https://pve.proxmox.com/wiki/Upgrade_from_7_to_8

You first need to run the 7 to 8 upgrade command to check if everything is correct for the upgrade.
Then you will need to change your apt repository to the new version and make sure you stop all your VMs and LXCs.
And after that you can run apt full-upgrade but keep in mind that it will require user input so direct access to the server is required. (SSH will not be sufficient.)
And after the full upgrade you will need to reboot the host.

But please use the docs for all the steps.

Not going to upgrade to 8 but will plan to do that. I want to update/upgrade to the latest version 7. Version 7.4*

I have 3 nodes, pve1, pve2, and pve3. pve1 and 2 have the same PVE version as 7.2 (please refer to the version I provided). PVE3 has the version of 7.4. I need to increase the processor of my VM that is located in pve1. I can increase the processor of the VM when I'm logged in to pve1 and pve2 but in pve3 I got an error of this (please refer to the image).

running guests should continue to run, but if you have a cluster, it might be a good idea to make the upgrading node "empty" by migrating all guests to other nodes first. a kernel update (and some other components provided by the base debian system, like DBUS) will require a reboot to take effect, anything else should be reloadable/restartable. anything shipped in our packages that can reload will do so as part of the upgrade.
