PER USER QUARANTINE?

I found this in the HELP however I can't figure out how to manage a "per user quarantine" Quarantine users have access to all emails in quarantine but in the management interface you can view quarantine per email address. What does the following mean ? How do I access / provide user level quarantines?

1.2.5. Spam Quarantine​

Identified spam mails can be stored in the user-accessible Spam Quarantine. Thus, users can view and manage their spam mails by themselves.
 
what is meant here is the quarantine the email recipient has access to. i.e. when a user receives spam that lands in the quarantine, by default
he gets a mail with a link to the quarantine where he can view only his own quarantined mails
you cannot manually create such a user, and can only login there via the link from the spam report, or via ldap (if configured)
