pct remote-migration fail

Hi, i try to to migration a lxc to a remote cluster. I get this error:
.............(changing feature flags for privileged container is only allowed for root@pam)
So i'm using a apiuser. Which permission has to be set up to work OR how could i migrate with "root@pam" ?
