PCI Passthrough Failed after recent update (nvidia 1070)

A few weeks ago I got automatic updates working on my homelab proxmox server and sometime after that an update seems to have broken my pci passthrough for my nvidia gpu. I'm getting this error when I try to start the vm.

error writing '1' to '/sys/bus/pci/devices/0000:0b:00.0/reset': Inappropriate ioctl for device
failed to reset PCI device '0000:0b:00.0', but trying to continue as not all devices need a reset
TASK ERROR: start failed: QEMU exited with code 1

I've tried updating to pve 8.4.1 (I was previously on 8.3) and have not had any success. I've read about a bug regarding amd gpus resetting and thus only working once per host reboot. I'm wondering if this could be something similar since it's an older nvidia card. Below is the output of pveversion -v

did anything else change in your system/environment?

these lines:

failed to reset PCI device '0000:0b:00.0', but trying to continue as not all devices need a reset
are only warnings. The behavior is the same as before but now we print these warnings, so i doubt this is the actual cause

is there anything in the syslog/journal?
