I would like to install a second PBS in a network that pulls PBS from the first one. Lightning, fire, and theft are obviously a source of danger that can't be eliminated this way. How do I minimize the remaining threats? 2FA comes to mind. The rest is basically just window dressing. What do you think?

What threats are you concerned about? In any case, it is strongly advised to connect the two sites via a VPN network and not expose the PBS to the internet.

A (pull) remote PBS is ideally located at a different location, as long as you don't have to restore data over slow connections. Now I want to make such a server physically available in the target network by just plugging it in. What's the best way to proceed?

What do you mean by that? You mean moving the PBS host physically from the remote site to the local site? In any case, being it remote or locally available you will have to setup the network accordingly, so the PBS instance can be reached by the clients.
