Then a workaround in case you don't get that problem fixed:
You can install a PVE and later turn that into a PBS by installing the proxmox-backup-server package as described here:

Would also offer some nice benefits. You should for example regularly restore VMs from backups and check if they are still working. With that you could restore the VMs locally to the same machine without causing additional network traffic and isolated PVE host won't conflict with other running VMs on your productive PVE cluster.
