I finally am getting around to this install and have a fresh download of proxmox-backup-server_3.2-1.iso and I am trying to install on an old Optiplex 7010 Desktop with 16GB RAM, i5-3470 CPU and 120GB SSD and 4TB HDD.

For the life of me - using the exact same settings as on another 7010 running PVE get the system to boot from the USB with UEFI and SecureBoot enabled in the BIOS.

The PVE installed just fine with these enabled, why can I not do with PBS 3.2? Google searches state that PBS 3.1 and higher support SecureBoot.

USB is created on 4GB USB drive using RUFUS (and have tried BALENA ETCHER on a Win 10 machine).

Rufus has directions on handling this. Follow those.
Basically, assume your USB doesn't meet the EFI standard and figure out what to do with it to make it work.
Really not helpful. Responses such as your are really uncalled for.

It appears that downloading the proxmox-backup-server_3.1-1.iso worked just fine with both RUFUS and ETCHER - The USB booted with the normal bootmgr error, but still does the install and modifies the NVRAM Bootmgr table - and boots right up. I was then able to upgrade from within PBS.

Every single time I attempted to build the proxmox-backup-server_3.2-1.iso RUFUS and ETCHER would give an error - even after a 2nd and 3rd download - something about compression. My only assumption it the .ISO is bad.
